Yes. Even though you will see better results in the off season you can still progress and see results in season too. Especially if you don't have much experience with jump training. The intensity of your training will be adjusted accordingly depending on your training/playing schedule.
No training will not stunt your growth. This is a myth. There is 0 evidence to support this claim. Not only is it okay to start lifting weights it is better to start early and many of the most elite jumpers started training in their young teenage years. Jordan started jumping at 8-10 years old.
